國家*近日公布了我國的外債數(shù)據(jù)。2007年上半年，我國外債增長速度放緩，登記外債余額近5年來*出現(xiàn)負(fù)增長，登記短期外債規(guī)模有較大幅度下降，短期外債占比也*呈現(xiàn)下降。

　　數(shù)據(jù)顯示，截至2007年6月末，我國外債余額為3278.02億美元（不包括香港特區(qū)、澳門特區(qū)和中國臺灣地區(qū)對外負(fù)債，下同），比上年末增加48.14億美元，增長1.49%。其中，中*外債（剩余期限）余額為1429.33億美元，比上年末增加35.73億美元，增長2.56%，占外債余額的43.60%；短期外債（剩余期限）余額為1848.69億美元，比上年末增加12.41億美元，增長0.7%，占外債余額的56.40%。

　　這是近年來短期外債占比*出現(xiàn)下降。今年3月底，短期外債占外債余額的57.50%，攀升至歷史zui高水平。

　　外債余額中，登記外債余額為2167.02億美元，貿(mào)易信貸余額為1111億美元。外匯專家認(rèn)為，登記外債余額近5年*下降，說明今年以來外匯局縮減外債規(guī)模的做法正在收到成效。

　　為了防止外債規(guī)模的過快增長，外匯局今年3月發(fā)文，要求調(diào)減2007年度金融機(jī)構(gòu)短期外債余額指標(biāo)。從6月1日起，外匯局停止辦理經(jīng)批準(zhǔn)并向*備案的外商投資房地產(chǎn)企業(yè)的外債登記和外債結(jié)匯。此外，外匯局局長胡曉煉不久前也表示，外匯管理部門近期將在全國范圍內(nèi)組織開展對銀行短期外債規(guī)模控制執(zhí)行情況及管理規(guī)定執(zhí)行情況的專項(xiàng)檢查。

　　值得注意的是，在登記外債余額出現(xiàn)負(fù)增長的同時，6月底貿(mào)易信貸余額高達(dá)1111億美元，較去年年底增長71億美元，增幅仍然很快。而根據(jù)以往經(jīng)驗(yàn)，貿(mào)易信貸正是部分投機(jī)資金披“合法外衣”進(jìn)入國內(nèi)的平臺和通道。

　　不過，分析人士對外債增長的形勢表示了樂觀。按照標(biāo)準(zhǔn)，外匯儲備與短期外債的安全比率為1:1，而截至今年6月末，我國外儲高達(dá)13326億美元，短期外債與外匯儲備之比僅為13.87%，短期外債的風(fēng)險尚在可控范圍之內(nèi)。
